Panhandlers

The city I live in recently created a law that makes it illegal for a driver of a vehicle to give money to a person standing in a median or roadway who may be asking for loose change. The city believes this law will get these individuals off the roadways because they create a traffic hazard and are endangering themselves. The city already had a law that made panhandling illegal but I guess that didn't solve the problem. So now they are going after the people who give them money. Like this is really going to solve the problem now.
